Convert Psd To WordPress

I have 2 custom PSD design files that I would like converted to a WordPress theme with 2 templates.
- one template is two column, a second template is three column
- should comply with mock-up
You should provide :
- Completed theme
- Completed template files
I will own the copyrights of the completed theme and you cannot resell the theme.
