Create Whmcs Module From Api

Hi,
I am using whmcs(whmcs.com) for my hosting website.
As a domain registrar I am using a dutch registrar which has a API.
It is possible to create a registrar module for whmcs from an API.
I read the documentation and for a programmer it seems to be an easy task to do.
I need someone who has experience with whmcs and domainregistrar API’s and modules.
Attached: the documentation how to create a module for whmcs.
The budget is low.
