Forum Promotion

I have had a forum associated with my main website for a while. It got hacked a while ago and I had to start over.It currently has very very low activity. I would like to make the forum a popular place for people to come and discuss farming and smallholder issues and topics and through that hopefully promote my main website.
I will not stand for spam comments being used to promote my forum and get members. Or paid to sign up member type things. I am sick of getting spam comments and posts on my other blogs and forum.
If this project is done well there is another forum that I have that I will look to use the same services for.
