Long Term Link Building Job

I am searching for an experienced back-link builder for an SEO campaign. This will be a monthly link building campaign of 30-45 quality links per month, at a rate of NO MORE THAN 5 links per day.
This company offers: Lawn Service, Landscaping Design and Installation, Fertilization, and Irrigation System Installation.
The anchor text will consist of 4-5 keywords. Each keyword will also contain a city name in front of the keyword based upon the areas serviced by this company. Eg: City1 Lawn Service or City2 Lawn Fertilization, etc.
A complete keyword list will be provided so no keyword research is necessary. Also, description text will be provided if the link site requires it.
You may NOT do or use any of the following:
NO link farms
NO submission software(Eg: submiteaze, etc) Manual Links Only
NO Blackhat or grey methods
NO PhpLD (or similar script) Sites
NO comment or forum spamming
NO questionable sites (porn, hacking, warez, etc)
NO site-wide footer links
NO fake pagerank websites. Page rank will be verified.
Link Requirements
-Permanent, DoFollow Links
-Pagerank 2+ and higher
-Link sites must be related to to my client’s site
-Links page must NOT be hidden on the website
-No flash sites
-Links must be visible and readable on each site
-Only ONE link per site
-Only ONE link per IP Address
-If you have SEO experience, you should know what’s expected.
Every Friday, you will be required to email me an excel file containing the following information:
-Site Name
-Site Niche
-Site PR
-Site’s Link Page PR
-Link to the site’s link page where the link was added
-IP address of the Domain
-Anchor Text Used
This information will be verified weekly. Once it is verified (most likely by Monday), I will submit weekly payments via Paypal or ScriptLance Escrow Services.
