One Way Link Building Backlink

For this project, we are looking for 1,000 quality one way links built over the course of 4-6 months. The links must be unique, on PR2+ pages, and be obtained via white hat methods. We will have multiple keyword phrases linking to different pages within the site. The goal is to be on the first page of Google for multiple searches.
We will need an excel spreadsheet with the anchor text and description, the URL the link appears on, and the PR of that page. The links must conform to the following requirements to be counted.
1. One way, non-reciprocal,
