Magento Commerce Coupon Genera

I need a script or Magento Commerce that generates coupon codes. Here is the workflow:
User subscribes to twitter feed and posts a tweet saying that our website is cool
Once the tweet is made the user is emailed a coupon code for 1 time use at 10% off.
