Need Facebook Fans & Votes

I need help promoting a singer on her Facebook FAN page and help generating votes for her on an online talent contest.
1. 25,000+ Fans on facebook – 80% must be from US.
2. 15,000+ votes for contest – 100% votes must be from US.
Both need to be done ASAP!
Please do not bid unless you can get the job done. I have had 2 programmers bid on another project and they did NOTHING!
