Css Template Fix

I have designed a template that I want to use. However, I am not a designer. I used layers instead of divs. Also, the template does not scale properly at 800×600 and other low resolutions, nor does it scale properly when it is viewed without the browser being maximized.
I want to keep the same look but have the attached template converted to liquid CSS that scales to all screen resolutions and works with IE, FireFox and Chrome.
