Upgrade Old Website To Cms

I have a website we need updated, the current website is very outdated and old. The URL is as follows:

The new rebuild of the website should share a similar layout (side menu) and use similar colours (green, light brown etc)
Content for the website is to be that of the current site, however we do require CMS. WordPress, drupal or similar CMS is preferred.
