Ethical Link Building

I have a company that manufactures foam insulation used in refrigerated warehouses, walk-in coolers and freezers, architectural wall and door panels, truck and trailer bodies, shipping containers, etc. The site is 10 years old and according to Yahoo! has 250 inbound links and most are from general and industry related directories.

I am wanting to safely secure on a staggered basis several hundred quality inbound links from relative industry related sites that meet the following basic criteria:

* No more than 3 links from any one site or IP address.
* Links must be permanent and one-way.
* No “pink” links.
* Pages where the links are placed must be a minimum PR2 and cached within the past 90 days.
* The links must be placed within body text (no footer, menu, side panel, or sitewide links).
* Links must be manually secured (no automated systems).
* At least 80% of the links must originate from sites/companies in the USA.
* At this time I do not want links from directories.
* All links must originate from interior pages and point to interior pages. No home page links.
* Submissions to industry related directories are acceptable but must be pre-approved.

I want a breakdown that details how you plan to implement the project, timeframe, and what kind of reports you will be providing

Please note that I do not require site optimization or search engine submissions, the project will be awarded on or before 3:00 PM EST tomorrow (2/5/2010), and payment will be made through Scriptlance immediately upon completion.
