I need a programmer to design an app for twitter that allows users to post videos to their personalized page. Here’s how it works. All users sign on the site with their twitter accounts just as they do with twitpic, however only users with over 5000 followers and following less than 20% of the number following them will be allowed to post videos and have other users see their posts. Other users can comment but they have to be signed in with their twitter accounts to comment. users that dont sign in can view the videos but cannot comment. users that post videos can only post videos with maximum lenghth of 7 mins only 3 times a week.
