Online 2d Game

Hello,
I don’t know if this can be done. I would like to create an online game where anyone can play. It will be 2d from a birds eye view and basically you will be little tanks/ships e.t.c and beable to shoot each other and then be respawned.
Check out subspace dot com (extreme games). It would be something similar to this.
Users will beable to create user names and passwords and chat white playing this game. They will beable to perform functions similar to subspace dot com.
