Web Icon With Password

I am looking for a simple interface (perhaps done in visual basic?) which will allow me to log onto up to 20 different password controlled websites by simply selecting one of (20?)however many number of icons on my computer screen.
It is not pactical for me to use conventional password management software or online password management sites.
The interface should allow me to change or add web addresses, usernames and passwords as required.
Icon software should be as small and as simple as possible, but still attractive. My budget for this project is in the area of $20.
