Attorney Web Header Design

I am in need of someone who can design a header for a webpage. The dimensions should be 925×250 px, or something similar.
The graphic will include name of the company and its location. It should also incorporate a Gavel, and something to do with NYC (perhaps the skyline). An alternative to the NYC skyline could be the Brooklyn Bridge.

Should be bi-colored or tri-colored.
