Need To Fix Errors On Web Site

I have a small online store . When I send email to customers link to unsubscribe does not appear eventhough it is on the document. Also my cube cart does not allow me to send email as HTML doc.
Customer email database is not picking all the registered clients

Please provide total cost to fix above
