Asp.net Database Issue

I need help, my url has a problem that is not allowing any database related functions to work. if the applicant is succesful they will receive source code and will do the job leaving a comment for what it is they have changed to alleviate problems in the future. this should be something simple but im tearing my hair out. that is why i would appreciate low 5 min type bids
