Programmer/designer Needed

I need someone that is proficient in Windows Servers, MS SQL or MySQL, Active Directory, IIS, and a little about designing websites or putting a design to the program which is a web based product/service I would like developed. I also need direction as to what to use for the product such as cold fusion, ASP or php.
In the past, I have been quoted no more than two weeks to complete this task.
If you are ready to work, have references or examples of your work you can show me then, please bid on this project. The price of the bid is not the complete determining factor, quality of your past work goes a long way.
