Job Seeker Membership Site

I want to create a membership site with WordPress and have a system where job seekers can upload their CV’s and employers can search the database for appropriate CV’s. Also, section must be available for employers to advertise their jobs to the database.
I’m not sure what programming language this can be done in but it needs to run with a WordPress blog.
