Youtube 403 Error Fix

Hi, have a site that downloads and transcodes youtube videos to MP3/MP4 using the youtube API
I keep getting from the API errors of “403 payment required”.
I am sure it is a formatting issue but cant figure it out.
I notice on some other youtube downloading sites that the results that youtube passes back include a flag “ratebypass=yes” and think possibly this is required before hitting a volume filter – so how would we get that?
OBVIOUSLY this is for youtube EXPERTS ONLY. Dont waste my time and I wont waste yours. Urgent.
