Coding Needed For Website

I am in search for the best programmer who can do the coding on my website. Preferably anyone who can transfer from psd to html with the use of CSS, Joomla Javascript, Ajax, PHP, and My-sql. I want web 2.0 features on the website. Coding needs to be compliant with W3C and/or WAI standards. I’ve hired a graphics designer to do the banner, footer, buttons, logo, etc for my website.
