Multi User Autoresponder

I need this script to be multi user.
it’s an autoresponder + mailing list script for 1 person only, i want it to be a multi user so that other people can use it too.
I need an admin interface (to set up new accounts manually and auto)
maybe a paypal integration with the site that automatically creates a new account for the user.
If you have done this before, you are welcome to take on this project and also show me some of your completed projects.
i don’t know what else, as programming is not my thing.
