Web Based Programming Tool

Looking for an expert in Javascript specifically ExtJS framework, PHP5 OO programming (CakePHP), MySQL4/5 to work on a web based tool for programmers. A good working knowledge of CSS/HTML is also required but I don’t expect or want a designer).
Initially I want to locate someone who really has all of these skills so I will give some small parts of the project to them. However, this is a small startup with huge amounts of code that needs writing, not an isolated small job, if I like the person, I may extend the contract for a much longer period.
Please, do NOT apply unless you have excellent skills in all areas mentioned and are prepared to be examined technically in them (I am a programmer. I don’t deal with recruiters). Thanks.
