Psd To Html Css

The design is in 2 psd and it needs to be a 100% variable width site with the content centred.
The site needs to be W3C and cross browser. The website needs to be pixel perfect when compared to the layout so that the design works and looks the same on all resolutions.
it must expand and contract with the different resolutions so that all the photo is always 100% the width of the browser. I also need a small footer added
