Property Website

Hi
I am trying to build up a corporate image but budget only allows me to do one project at a time.
I want a property sales/listing website that is tailored for my area only but allows both individuals and estate agents to upload details and make a payment for what ever level of membership they have.
A map of Kent with clickable towns to allow for searching of property plus the usual search facility with advanced options.
An overseas section would be good as well if possible.
I guess there are several other bits required but they would come as thoughts pop into my head.
I would also like to have the time, date and weather on the site as well as links to my other sites.
I have limited budget but would be open to a working partnership.
