Socks Proxy Generator Script

I need an experienced coder to code a script that will be used to collect/extract high quality socks 4/5 . The script will be installed on a dedicated server running windows server 2003.
The script will have a feature to search the socks proxy by country or by country and state . Also, the script should be able to check the socks lists every 5 mins and automatically delete non-functional socks from the database. The socks must be able to collect socks from all countries.
