Membership Site Promotion

I have a membership/forum site regarding earning an income online, specifically aimed at users in the UK. We need to create an active community of 100 members before we can start charging for membership. We have about 25 members (free) at the moment.
You must have experience with building online communities, in particular ones powered by vBulletin. You should also have experience with promotion via social networking sites such as FaceBook and Twitter.
Your job would be to promote the site, targetted specifically at UK users. Engaging the community, keeping things active and interesting.
