Css Expert Needed For Layout

I am looking for a css guru to design a page which despite how much text is on it, it always starts on the bottom of the page. Users then submit text and it appears on the bottom of the page, the more text they submit, it pushes the text up, but the page remains on the bottom. You should scroll up to see older text. Imagine if an ichat or aim window was the size of a whole browser screen.
There should also be an element which is always on the screen (the header) and a side bar which also is always on the screen.
