Simple Edit Flash Movie

Hi I have a simple flash movie that has a border that “snakes” around the outline of the flash content. This border flickers and doesn’t move smoothly, so this needs to be fixed.
In addition, at the end of the flash movie I would like to load my index.html page.
Should be a very simple project, maybe 30mins work?
Please don’t bid above my $10 budget.
