Membership Restriction

Hi i have a advertising website I need a programmer who can create membership restriction for my advertising package. eg
how many photo that allow to be posted, video embed that allow to be posted. each restriction is diffrent depending of what kind membership they have.
Im looking for long term business relationship as i will have more project to come.
