Giftcard Purchasing Site Clone

We would like a gift card site built for us that we can purchase gift cards from users just as ABCgiftcards.com does. We aren’t looking to sell any on the site, only purchase them.
We would like the site to be built in Joomla! and have full admin control to the amounts offered and what we are willing to purchase.
Please take a look at the abcgiftcards.com site and only respond if you can build this on Joomla! and have it work.
