Interactive Flash Map Joomla

Hello,
I need a map of the London Boroughs in Flash where the user can click on any one of them to be directed to a different Joomla page. I can create the Joomla pages but know nothing about Flash. The map should be similar to that shown here:
http://www.met.police.uk/youngpeople/boroughmap.htm
and should appear on a Joomla content item.
Please mention any issues and time to complete with your estimate.
