Read Only Link Window For Wp

I need a plugin that makes all external links on my wordpress site open in a modal box or other ajax window that views the linked page but doesnt allow any clicking on the content in the page… the user can scroll up/down and left/right only.
i had it done once but lost the code, should be easy to do again… we used modal box to view the pages…
note: must prevent sites from “breaking out” of the read only viewer.
need this asap.
