Create A User Database

Looking for someone to create a user database system just like this website, I have no access to their database just want to show you what I am looking for and use this as an example:
trapster.com/rl/Trapster.php
I am basically wanting the same thing as what this page can do where it allows members to submit information about speed traps in their area. I need an admin panel to manage and edit database, user registration system to manage the users, and same ability as what this section can do on this page….example: can search for traps on map by there zip code, etc…
Basically want an almost exact mirror of this database installed on my website.
