Cartoon Mascott

I need someone to create a vector cartoon mascott for rehabilitation-center.org. We are a peer based drug and alcohol recovery center and I would like to create some kind of professional yet entertaining cartoon type mascott. You have creative control and if you check out the site you will understand what I need.
Requirements:
Need it in vector,…
need to be able to import each layer into Adobe After Effects so I can manipulate the cartoon into a motion graphic
I am not a designer so I need help with the cartoon…this could be fun for someone who is cretive.
