Php To Gtalk

Hi,
I have a chat room. when a user login to the chat their credentials will be sent to a login.php file using post method. I want to modify this script to alert all the moderators via gtalk that there is a new user entered. simply, a php script should login to gtalk and send an instant message to all the contacts in that particular account(moderators will be online in gtalk). payapal is the prefered payment method.
Please bid if you can do it in next 10 hours
