Backlink Checker + Anchor Text

I know there are a few off the shelf, commercial tools out there, but I’m looking for someone that has a very good and effective tool that can harvest backlinks for a particular site and sort them by PageRank & Anchor Text…
If you don’t have one currently, how much would you charge to build this tool. Preferably in some windows coding (VB or .Net would be fine).
