Create A Facebook Application

I am looking for a LOW COST if possible, creation of a Facebook Application Page. I want it to be for African American Christians, and have a connect with a video website www.BlackSermonsTube.com
If it can have that look it would be good as well. There is a site here:

That says you can create an application in just minutes. I don’t know how good it is.
