Very Easy Splash Xhtml

I need the following attachment to be sliced into xhtml and fitted perfectly on my site, I have the stars as a background so I will need that so its the whole background. I will need the middle sliced so I can put a movie right there, I also need the ‘enter’ button made into a rollover button I have two images for it.
I need this to be clean code, WC3 or whatever, also, Need it to be cross browser compatable..
