Dt Register Modification

Add a document upload field to the custom fields area. We need:
1/ the upload document field to have the functionality being made optional or mandatory by the administrator
2/ documents uploaded need to be stored in the admin area
3/ Under details on registrants any documents uploaded need to be recorded.
4/ the document upload field can be added to selected events
