Drupal/authorize.net Fix

Hi,
I have 4 sites that are Drupal and setup via Multi-site. I have a Authorize.net account which comes with a SIM form page.
2 of my sites can connect to the Authorize.net SIM form page.
The other 2 get the following error.
(99) This transaction cannot be accepted.
I’m looking for someone to fix this. If you can do this, please place a bid.
