Seo Marketing 500 Backlinks 2

Need 500 relevant pr3 and up backlinks for new legal directory. First, I need a written site review for SEO reccomendations. I have already changed the meta tags, etc. I just need someone to go to my competititor’s website, review it thoroughly, provide SEO reccomendations then get 500 pr3 and up backlinks linking to my competitor.
