Website Advertising Script

I want to use my domain maternityphotographer.com as a website for photographers who specialize in maternity to post their website and images while paying a certain subscription. I want to have 4 different advertising plans with ability to add or remove them, bill with paypal. I need the main page designed as well. So basically when a photographer types in my domain, they will see my site and want to advertise their company on it. When women looking for a maternity photographer visit my site, they will have the abiltiy to search for a maternity photographer in their area.
