Hi,
This is a simple graphics design job.
i have a boring and dull looking .NET desktop application and i want to skin it. what you need to do is prepare a PSD design for the app which my .net developer will later use.
When awarded you would be provided an image file as a reference, the design u make must have a feel similar to it.
