Proxy Changer.

Hello, I need a script that will do the following:
1. Allow me to load proxies from a .txt file in the ip:port format.
2. Allow me to see/double click any proxy from t hat list. Once I do that, Internet explorer will open up and have the proxy setup.
3. I want a button on it that will clean caches/cookies for me.
