Need Quick Project Done Right

Need a upload script where users can upload pictures. The layout is done, I need it placed well done on top of it. The jobs that have been done for this simple project have been bad. I need some one from america to undertake this, the layout is very professional. I need this done asap, I will be willing to pay you in full is you atleast if you show me 25% of it. I need to show it to my partners, please include the word Orange in pm. I will send you jpg of the design
