Longterm Seo Project

I have a web site www.wirelesscreditcard.net that I need SEO work for. I am looking for a longterm relationship to not only get listed for the attached key words but also keep the site high for them as well. I am NOT looking for someone to approach me with a bogus one time link building proposal and say pay me and see results in 6 months. I will require references and weekly reports as to progress.Payments will be made as work is done not before.
