Freight Quote

I am looking for a programmer to enable our website with the ability to provide customized freight quotes to our clients based on our pricing structure with dedicated LTL shipping carriers.
We want to implement a password protected part of our site so our existing trade clients can generate a quotation via. the web. I can do the web and graphic design in house we just lack the programming ability to generate the quotation. Any questions let me know, not sure what language is appropriate
