Download Script For Vids/picts

CREATE A DOWNLOAD SCRIPT THAT ALLOWS ME TO DOWNLOAD VIDEO’s OR PICTURES FROM ANY SITE/URL ie: YOU TUBE, FACE BOOK, MYSPACE etc., to our site.
I) After we receive Videos/Pictures we will edit files (Videos/Pictures) and allow the following):
1) Give permissions to our customer to access the edited files from our computer:
View and/or download to their computer in which they can save and burn to a DVD from their computer.
We want to write the script so that the permissions options for our customers are as follows:
a) Pay through PayPal and receive permission to download to their computer/burn to a dvd
or
b) Free to download to their computer/burn to a dvd
