Flash Game Title Page

I need a graphic design for:
1) title page for flash games (with ‘play’ and ‘help’ buttons)
2) and frame inside of which I can put the main game engine
Title page should be universal, so that I can just change title of the game, and it can be used for another game. Frame should be universal too. Please bid only if you are graphic designer with a sense of art.
it should be done as a vector graphics.
