Conditional Formatting Ms Xc 2

Need 1 excel spreadsheet conditionally formatted. There are abt 1400 rows. Many duplicate values so it should nt be too much work.
Refer to attachment for the example with less rows. Apply ms excel conditional formatting such tt when user fill in brisbane for course_location, groupid autopopulate with value ’3′. 7 locations with coresponding values will b given to u,
Next, if course_location = brisbane AND vendor = novell then ‘catid’ = 260. again, these will be given to you. ive got a catid for pairs of location n vendor.
